Scattered movements on the subject of digitalization, of course, occur. What are the legendary, beginning of the decade, tenders for the purchase of services for the creation of software for inconsistent state registries with replanting on the license fee of government agencies in favor of murky private copyright holders of the resulting handicrafts. This is a separate story on which one could write an opera. But operas of all kinds even then described the situation as fully as possible on this topic, and therefore they did not have any questions – they can only vacillate coaxially with the general line of the party!
Further events of various scales somewhat adjusted the digital agenda: notaries, real estate, land cadastre, new bases of the Ministry of Internal Affairs, demography and other joys of justice … Naturally, again, they do not fit in with each other. Each department mastered the budget as best they could. The funny thing here is that if it had not been mastered, then the next year they would have approved a smaller budget as mismanaged. These are the realities of the budgeting process. That is why, by the way, at the end of a warm December, all state employees burn out the limits for heating and light – those who fail to cope next year will be approved less and the thermometer readings do not bother anyone, and they will also be brought to disciplinary responsibility for poor planned work. Everyone has their own areas of work and the problems of the Indians of the sheriff, according to the classics, are not interested. But this, we hope, will pass – that’s what decentralization is for. In theory at least.
A little later, they brought the blockchain onto the stage and put it, which they victoriously tried to add to anything. No one understood anything about him, but everyone highly recommended and advised. Even the Cabinet of Ministers adopted resolutions (!) on the transfer of certain areas of work to the blockchain. Especially delivered options like SETAM on the blockchain with it is not clear to whom distributed mining, i.e. resource support for the distribution of this very, now allegedly blockchain-based, SETAM. Sound thoughts were drowned in enthusiastic thematic squeals. The land cadastre, by the way, should also be on the blockchain, but so far there is no final understanding of the situation even with the number of hectares by region in terms of agriculture, and this is an extremely important element of the land market, which there is so much talk about.
It is noteworthy that such a blow to the figure as a whole resembled the picture below. Against this background, God forbid, no one even stuttered about any substantive programs for the digitalization of sectors with God forbid deadlines or specific action plans (which are called roadmaps everywhere for solidity), God forbid, responsible.
As a result, the public sector is quite successful, except that it grazes the back in this direction – such is the state-digital sadness.

At the same time, Privat24 successfully got on its feet, which was very cunningly registered as a third-party legal entity and which, after the nationalization of Privat itself, the state did not get in the form it was expected. It turned out that structures like Novaya Pochta, taxis, or even scooter rental companies are much better at organizing their work at the informational level than the state, and Internet influence groups manipulate public opinion beyond state security with nameless SIM cards. The owner of the vehicle, leaving the house, takes with him the key to the house, the car and the telephone – there is no need to take the driver’s license and registration certificate. He is stopped by a detachment of the national police and asked to show his documents. The owner presents a phone with pictures of rights and registration certificates. The policeman looks to see if they match what reality shows. The person is matched, the legal basis for driving the car is established, and our owner drives on. By the decree of the Cabinet of Ministers, it is settled, by the way.
In this scheme, it is completely incomprehensible why at all something should be presented to the police. After all, it is enough for him to tell his identification code or the number of one of the documents itself, or a QR code corresponding without its mandatory generation strictly to Diyu, and the policeman can see the digitized rights, passport and registration in his, Ministry of Internal Affairs, database. There will be a photo of the driver, and the situation with the permit to drive, and registered cars, and much more. There will be no “registration”, unless. You need to carry paper 🙂 But the general meaning is clear – if all the data is available to the policeman through his own information channel, then why demand something material from a person at all? This was relevant in pre-information times, when the originality of the document confirmed that somewhere there is a file cabinet ready to confirm the legality of rights, status, etc. upon request. the owner of the document, but the file cabinets were replaced by the 4th industrial revolution with direct identified remote access of authorized users to any databases via secure, I hope (otherwise the local Albert Gonzales will have to be caught), online channels. However, not all of our databases are normally digitized.
For other readers of such documents, the question of verifying what they saw remains open. What will prevent you from photoshopping yourself screenshots with the necessary data for presentation in the library, at the station, etc.? Yes, you can’t screenshot directly from the application, but will that stop anyone? And yes, root must be removed, and here already “you can also have a party card on the table” (c).
The main question is why does this concept oblige to have client software on the user’s side? What if the phone crashed or simply sat down, and you just need to show something to someone? What versions of the system will be the minimum required for work in the future?
If the declared goal is access to services, then why not do the same for use through a browser from any convenient device with adaptive layout and design for phones by auto-detection? Of course, they will now object to me that the cryptography in the application can be better arranged and ready-made documents can be downloaded for offline use, and then it will be possible to broadcast the data of the passport card and biometrics almost via NFC (in theory it is still possible – there is nothing unrealizable there, but no one will allow such jokes). Well, a paper certificate of registration, i.e. registration must not be forgotten.
But in fact, everything did not start yesterday and should have been implemented on the basis of my.gov.ua,

Nowadays, any service tends to become an application on the phone (although, in general, they were originally needed primarily to solve popular client scenarios outside the usual Internet site of the one who provides the service) and capture as many permissions as possible during installation. And even if Diya does not require special permissions yet, there is no understanding what permissions will be required later. For example, with the next update, the function of calling the administrator of the TsNAP will be implemented, and for this you need Android strictly 11 and permission for total access to the camera, microphone … and everything else. Viber is allowed! Oh yes, still a fingerprint – strictly for greater security and a photo with the desired depth of three-dimensionality. And now the pensioner is looking for a new handset, and the data center is receiving the flow of incoming traffic. It’s stuff, of course.
It is not clear, by the way, how the car registration certificates from the databases until 2013 or older will be digitized – they are not directly available and for updating they will not be asked to call at the SC of the Ministry of Internal Affairs? At the same time, so that later the cameras could send a “letter of happiness” to the old number entered into the new database? Just now the system is being introduced and it is not clear how they will send letters to numbers from the USSR, which are still quite a few on the roads. Even a black sample with white numbers.
It is not clear how the rights of old samples will be digitized – will they offer to exchange them for new ones forcibly with a new digital photo in place and a new expiration date and a certificate from doctors? Naturally paid. Naturally, with the actualization of the photo in all databases, incl. in advanced face recognition systems and even in masks based on the Chinese model.
Oh, and don’t forget the paperwork. Information revolution, interdepartmental interaction. Well, you understand.
In general, having a desktop for important documents in the form of scrollable screens is a very extravagant idea, but maybe it will attract people online on larger screens?
At the same time, as mentioned, interdepartmental and inter-registry interaction is not yet visible, and, it seems, is not foreseen in the foreseeable future, because there are neither organizational nor, so far, technical capabilities to bring together the entire digital infrastructure.
All this is more like a desire to try to “mine” the filling of actual digital databases with the hands of those who have already paid taxes for it. Meanwhile, in the legislative field itself there is no unity in matters of the same documents on the identity of a citizen, the new passport is not provided with readers on the ground, paper “registration” is in the order of things, and even in the banking and financial sphere there is a lack of payment terminals where they for years as it should be. Belarusians do not know at all what kind of card they tried to present at the border first. In general, the reality has not yet agreed.

Perhaps I would not have analyzed these figures in depth, but it so happened that I developed a concept that was similar in functionality with a focus on the portal, and not on the application, back in 2018. In both cases, the cost of a purely finished product with the ability to scale, but without the technical infrastructure that was planned to be rented for quite adequate numbers online, was an order of magnitude lower, even if we follow the golden postulate of the builders that “nothing is ever done on time and on time”. estimate.” But not because it was planned to pay people a little, but because specifically people needed much less to implement. The level of payment was dictated by the performers. True, the level was planned to be somewhat different in terms of the scale of interaction with databases.
I can’t say that the idea was particularly innovative, but at that time it had not been implemented in the country, but in a riotous color it had long been implemented in many other countries. Probably, it was impossible to call it “Rewrite” directly, because. taking into account the specifics markedly changed the final product. But there was none and we tried.

Yes, this is a light deanon of the author, but no one is hiding – I really really wanted to implement this at the local level and I will be glad if it still turns out to be such a tool to determine at least the current everyday vectors of work of local self-government by citizens.
Significance
We haven’t really got to the portal yet, but the application, as already noted, has made its way into the people. But in fact, for some reason, attention is not focused on the most important property of the result.
The fact is that, voluntarily or not, a tool has been created for direct operational interaction with every economically active citizen, and taking into account the spread of smartphones among the third age and children, potentially directly with every citizen.
This is a most valuable tool that can already tomorrow implement the provisions of the Constitution on democracy in conditions when no one saw real deputies in the districts during the week of work and in some cases their local public reception offices were searched for by letters to parliament.
The importance lies in the fact that authorization in the application (and on the portal too) takes place using banking technologies (fintech came in handy), which makes the identification of the authorized person very highly probable, i.e. there is a certain conditional guarantee that it is a specific citizen who is palpating the screen. Such identification is sufficient for the bank to carry out movements on accounts and there are no particular problems with this.

In this way, the state will be able, in addition to receiving applications for specific public services, to receive public feedback on the widest range of issues of the life of society. Previously, in theory, this should have been carried out by bodies of representative democracy, i.e., for example, deputies. It was done very well. Now, the question of a referendum on, for example, the land market can be put in an appendix and get a concrete manifestation of democracy, where the subjective opinion of a deputy will be minimized where such a survey will be actually conducted among the real population. And this can be done very inexpensively compared to traditional physical voting. In the main tasks of the portal in the planned form, this is reflected in clause 4.10. I highly recommend at least a quick look at the document – this is a very general description of the future channel of interaction between a particular citizen and the state. If it takes off, of course, and we hope so, because it is high time. It’s really easy to use.

Of course, the current meager degree of penetration of the application and the lack of a sane portal, as well as a wide perception of such by society, cannot yet provide the necessary coverage of the general population of citizens. However, at the same time, there is a unique opportunity to test the concept on less flashy problems – for example, on such local issues as an acceptable map of landscaped paths in a recreational area or the priority of streets for asphalt replacement.
If the proposed authorization is sufficient for banks for legally significant financial transactions, then it should be sufficient for the described one. Especially considering that bank identification will clearly allow determining both the territorial distribution of questions among respondents and the involvement in the life of communities of those of their members who actually do not live in them for various reasons, but retain registration – i.e. to a resident of Kyiv, the system will offer issues of national importance and locally Kyiv, without affecting issues, for example, Kharkov.

But so far, all this is at the level of the position approved in December 2019 and is very raw in the practical plane of the application for phones.
Yes, purely for reference, let’s note that there is also an electronic court – a system for electronic exchange of procedural documents. And it, unfortunately, is also a purely separate niche solution, like many others.

Separately, I would like to note that in the future, most likely, the state will want to have samples, for example, votes, for our own safety, but here it can be organized within the framework of the permits received, even in the background. Nova Poshta, by the way, seems to be already teaching algorithms for managing the voice menu in the call center.
In addition to the voice, again, strictly for the purpose of security, it will be possible to form a “cast” of the personality and typical “profiles” of behavior that will not allow, for example, scammers to impersonate someone else remotely. Banks have been using this for a long time. The state will be able to monitor risky behavior with automatic decision-making systems! The guy below will confirm.
Well, by that time, we hope, both interdepartmental and inter-registry interaction will be brought in for the effective provision of administrative services even without visiting the TsNAP, which in itself will be an anti-corruption firewall, some kind of single data center will be filed down, perhaps even with local caches by regions, and all this will work no worse than in the world, and a citizen of Ukraine will spend significantly less time on a more efficient process of interacting with the state from one desktop, rather than a zoo of sites, applications and physical places of business. And the current situation with coronavirus, self-isolation and remote work clearly suggests that the time for this came yesterday.
In the meantime, we wear masks and do not stand close to each other in anticipation of heap digital remote administrative miracles.
